Marwan Dalal, Founder and Executive Director 

Hikmah - Center for International Law and Human Rights was founded in 2013 by attorney Marwan Dalal who serves as the organization's Executive Director. The organization's original name was Grotius - Center for International Law and Human Rights. In March 2023 the name was changed. Mr. Dalal has utilized his vast experience in international law and human rights litigation before national and international forums to promote the application of international law regarding the conduct of militarily powerful nations. The motivation for establishing this organization was Mr. Dalal's experience as an Appeals Prosecutor at the International Criminal Tribunal for the former Yugoslavia (2007 - 2010). There he witnessed at first hand the performance of a significant international tribunal and realized the need for outside monitoring and critical legal work to genuinely uphold basic norms of international law. Mr. Dalal's experience encompasses working as an attorney with the civil rights organization Adalah - The Legal Center for Arab Minority Rights in Israel (1999 - 2007) where he litigated extensively before the Israeli Supreme Court against the Israeli government, police, the Israeli Security Agency (Shin Bet), and military. Mr. Dalal also advised the humanitarian organization Diakonia in East Jerusalem (2011 - 2012) on violations of international humanitarian law and international human rights law by the Israeli government. The organization is independent and self-sufficient.
